All new TLDs delegated after August 18 must undergo a controlled interruption period of 90 days to help network administrators become aware of possibly malformed internal DNS configurations, before the TLD is opened up for domain registrations.

also attached. The guide explains the problems, the mitigation efforts, and offers some instruction to IT professionals that may need to reconfigure their internal network settings.
